[LUNAR Announce:] FAR 101.22 Limits

Looks like the page is locked. http://www.lunar.org/Pyro3 Perhaps Bill will
see this and investigate. I've attached a long winded file that essentially
says, $50, 3 recommendations and a test the the CDF in Sacramento.
