Immediate Political Action Needed

Subject: NAR PRESIDENT - Immediate Political Action Needed by NAR Members

I need the immediate assistance of NAR members in selected states to help
secure an unregulated future for our hobby.

The NAR has been asked to generate letters from state residents to members 
of the Senate Judiciary Committee (list below) in support of Sen. Mike 
Enzi's legislation, S. 724.

This legislation seeks to exempt from regulation ammonium perchlorate 
composite propellant, the fuel used in most high power and some model 
rocket engines.

The bill has been referred to the Senate Judiciary Committee, which has 
official jurisdiction, and the Committee must approve the bill before it 
can go to the full Senate for a vote.

I need NAR members in the states whose Senators are members of the 
Judiciary Committee to write a letter asking those Senators to support
this bill, S. 724.

Letters should be relatively brief, preferably one page.  We suggest you 
consider including the following points, in your own words, and perhaps a
brief personal note or comment about the value and importance of hobby 
rocketry.

1.  The Safe Explosives provision of the Homeland Security Act (HSA) 
contains language that will make it difficult and cost-prohibitive for 
hobby rocket enthusiasts in all 50 states to continue their safe and 
educational hobby. This scientific hobby, endorsed by NASA, the Boy
Scouts of America, 4-H, the U.S. Air Force and many other organizations,
directly fosters interest in science and space exploration among its thousands
of participants.

2.  S. 724, introduced by Sen. Mike Enzi of Wyoming and seven co-sponsors, 
will remedy this unfortunate situation by exempting the non-detonable 
(non-explosive) propellant materials used in hobby rocket motors from the
requirements of the Homeland Security Act, while leaving in place all of 
the Act's necessary and legitimate protections against the possession of 
dangerous weapons and materials that can explode

3.  Hobby rocketry does not pose a threat to public health or safety, and 
approving S. 724 will not provide potential terrorists a new way to
access devices or materials that can be used as weapons or explosives.  Hobby 
rocketry, and its numerous existing safeguards, was developed specifically to 
ensure that a safe means exists for students and hobbyists to build and 
fly rockets in a manner that does not pose any threat to public health
and safety.

A few other points:

" Ask your Senator to support S. 724 and consider becoming a
  cosponsor.
" Be polite and respectful. Thank your Senator for reading your
  letter.
" Fax your letter if you can - normal mail delivery is taking up
  to two weeks due to increased security provisions.
" Refer them to Candice Cotton in Sen. Mike Enzi's office at
  224-3424 for further information.
